- In the last analysis, coping with unexpected disaster does not so
- much test a community's advance state of preparedness as it does
- its reflexes -- those actions undertaken as a result of its
- training and readiness. This is the most persuasive argument for
- preplanning and training. So, rather than "falling overboard,"
- let's dive in together, take the training, and be prepared for
